SPECIAL NOTE: Based on today's data, if we were to compare two (2) hypothetical populations of 100,000 people each, vaccinated versus unvaccinated, there would be 4 vaccinated people hospitalized for COVID-19 compared to 141 unvaccinated people hospitalized for COVID-19. The risk of being hospitalized for COVID-19 is about 35 times higher for the unvaccinated as compared to the vaccinated. *Estimated population is based on DPHSS Immunization Program analysis of 2020 Census data. Updates are expected pending further Census 2020 data breakdown.

DPHSS Issues Guidance Memo 2020-11 Rev. 15

Today, DPHSS issued DPHSS Guidance Memo 2020-11 Rev. 15 relative to Government of Guam travel quarantine restrictions. In accordance with Executive Order No. 2022-09, all travelers entering Guam, by air or sea, will not be subject to quarantine, and DPHSS will cease processing of passengers and airline crew members.

Travelers arriving into the United States from any foreign country are subject to the U.S. Centers for Disease Control and Prevention (CDC) requirements for either obtaining a negative pre-departure COVID-19 test result or presenting documentation of recovery from COVID-19, and for providing proof of COVID-19 vaccination.

DPHSS Guidance Memo 2020-11 Rev. 15 does not apply to individuals identified as close contacts to persons with COVID-19. Close contacts are subject to quarantine based on applicable Guam law and CDC guidelines, and DPHSS case investigation and contact tracing protocols.
