Guam Reaches Operation Liberate Guam Goal, EO No. 2021-16 in Effect July 30
Today, Acting Governor Josh Tenorio announced that Guam has reached the Operation Liberate Guam goal of 80% full vaccination rate.
Now that Guam has achieved its vaccination goal of 80% of its adult population, under Executive Order No. 2021-16, restrictions including limitations on all social gatherings, social distancing requirements, except in school settings based on the applicable guidance memorandum from the Department of Public Health and Social Services (DPHSS), and the requirement of operations on an appointment-only basis will be lifted beginning at 12:01 a.m., July 30, 2021.

Operation Liberate Guam update: To date, a total of 96,066 or 80% of adults have received either both doses in the two-dose series (Pfizer-BioNTech and Moderna) or the single-dose series (Johnson & Johnson/Janssen) of the COVID-19 vaccine.
Results: Seven New Cases of COVID-19
Seven (7) new cases of COVID-19 were identified out of 358 tests performed on July 28. To date, there have been a total of 8,529 officially reported cases of COVID-19 with 143 deaths, 59 cases in active isolation, and 8,327 not in active isolation. The CAR Score is 0.3.
GDOE Employee Tests Positive for COVID-19
Today, the Guam Department of Education (GDOE) confirmed an individual tested positive for COVID-19. This individual has been identified as an employee assigned to John F. Kennedy High School. The GDOE, in collaboration with DPHSS, has identified and notified the individuals who were in close contact with this individual. This individual will remain in quarantine until they are cleared by DPHSS to return to school. Areas of the school campus have been cleaned and disinfected in preparation for regular hours of operation. Regular hours of operation will resume on Friday, July 30, 2021.

Minors must be accompanied by a parent or legal guardian and provide government-issued identification to validate age. Minor’s birth certificate is acceptable. Parent/legal guardian must have a government-issued ID. Guardians must also present legal guardianship or power-of-attorney document.

Free COVID-19 Testing Schedule
COVID-19 community testing continues from 9 a.m. to 12 p.m. every Tuesday at the old carnival grounds in Tiyan, Barrigada. No symptoms are needed to qualify for testing. Bring a photo ID. Results available onsite. Testing for travel purposes will not be conducted at these community testing sites. Call the DPHSS Northern Region Community Health Center at (671) 635-7525/6 to schedule an appointment for COVID-19 testing for travel. Priority is given to patients under investigation, identified close contacts, and those traveling for medical purposes. Only four (4) people per vehicle are allowed to be tested.

Food Commodities Distribution Continues
The Guam Department of Education, State Agency for the Emergency Food Assistance Program (TEFAP) under the U.S. Department of Agriculture Food Nutrition Service distribution will be available to village constituents only on a first-come, first-served basis. A limit of three households per vehicle will be serviced at distributions. Face masks must be worn. Bring a photo ID.
