DPHSS Issues Guidance Memo 2021-18
Today, the Department of Public Health and Social Services (DPHSS) issued DPHSS Guidance Memo 2021-18, relative to additional guidance pursuant to Governor Leon Guerrero’s Executive Order 2021-16, relative to authorized businesses and services during Pandemic Condition of Readiness 3 (PCOR 3) as Guam officially achieved its vaccination goal of eighty percent (80%) of its adult population.

 

EFFECTIVE at 12:01 a.m., July 30, 2021:

  • All businesses and services are allowed to operate at their full occupancy load. All other restrictions, including limitations on social gatherings, social distancing requirements, except in school and child care settings based on applicable DPHSS Guidance Memorandum, and the requirement of operations of appointment-only basis are lifted.

 

However, face masks must be worn at all times for all businesses and services, and in congregate settings whether indoors or outdoors. 

DPHSS Guidance Memo 2021-18 rescinds all specific DPHSS Guidance Memorandums below:

  • Eating and Drinking Establishments (Food Courts, Dine-In Restaurants, Bars and Taverns)
  • Gymnasiums and Fitness Centers
  • Water Parks and Swimming Pools
  • Therapeutic Massage Establishments
  • Non-Organized Contact Physical Activities/Sports
  • Cosmetology Establishments
  • Wake and Funeral Services
  • Places of Worship

 

DPHSS Guidance Memo 2021-18 offers additional guidance on cleaning and disinfection, hand-washing and respiratory etiquette, mandates that face masks must be worn at all times for all businesses and services, and in congregate settings whether indoors or outdoors.
